According to the New York Daily News, the alleged incident went down during New York Fashion Week.
The publication writes:
“They were having epic fights on the phone,” says a Confidenti@l source who spotted West storming out of a West Chelsea recording studio just before Valentine’s Day and yelling into his phone. We’re told that West’s rant was directed at someone he kept calling “Kim” and the nature of the call was clearly of a domestic nature.
“He was in a screaming match with Kim at Jungle City Studio that got so loud, he had to take outside,” says our snitch. “He started walking up the West Side Highway for several blocks.”
These two idiots arguing can’t even interest me. I’ll be so glad when all of them including Kanye are no longer relevant. The world will be a much better place.

I’m sure this is probably normal for them. Kanye has anger issues.
Kim is just counting down the days until she can divorce this fool. And when it’s over, they will make her out to be the victim. This story is proof of that.

Knowing how superficial and ignorant these two are, they were probably arguing over something dumb too. Like maybe she forgot to pump his gas for him or something. He does like Kim to treat him like the queen he is.
